The Whole Systems Infrastructure Plan is a technical implementation plan arising from the Campus Plan (2015). As a technical plan, it is intended to inform the campus’ internal priorities and actions.

The planning process involved a diverse group of UBC stakeholders from UBC Campus and Community Planning, Campus Planning and Development, Energy and Water Services, Campus Operations and Risk Management, Facilities Management, Student Housing and Hospitality Services, IT Services, Infrastructure Development, UBC Properties Trust, Finance and Operations, Treasury, UBCO School of Engineering, UBC Centre for Interactive Research on Sustainability (CIRS), and UBC School of Architecture & Landscape Architecture.

A planning process was developed to ensure a collaborative and integrated design approach, grounded in the principles of whole systems thinking, was undertaken. Key steps initiated to date are provided below.

Scoping Workshop with UBC Technical Stakeholders

Review of existing system conditions, assets, constraints, trigger points for expansion and whole systems integration opportunities

Established preliminary Whole Systems Infrastructure Plan scope, objectives and decision making criteria.

Whole Systems Infrastructure Planning Process

Steering Committee, project structure and project plan established. Planning process led by an interdisciplinary consultant team.

Targeted workshops, meetings and engagement with key planning and operations staff across both campuses, and key external stakeholders to inform technical and supporting analysis.

Roadmap Development

Performance assumptions modelling to explore building and campus scale infrastructure options including the protection and restoration of ecological systems. Economic modelling using lifecycle cost analysis.

Evaluation of performance measures to inform key deliverables: Whole Systems Infrastructure Roadmap, Targets and 5-Year Implementation Plan.
